Don Dankner is a partner in the firm’s Washington, D.C. office who has devoted most of his practice to legal counseling, negotiation, and litigation on behalf of electric and gas companies before the Federal Energy Regulatory Commission, state agencies, and the courts.
Mr. Dankner is experienced in virtually all aspects of the federal regulation of the sale and transportation of electricity and natural gas. This includes mergers and acquisitions, asset sales and purchases, electric market power issues, power marketing, power plant development, power plant interconnections, cogeneration, regulatory compliance and enforcement investigations, the development and regulation of merchant electric transmission lines, formula electric transmission rate cases, independent transmission company issues, natural gas pipeline rate cases, and certificate applications for new pipeline projects, including LNG-related projects.
His representative clients include investor-owned electric and gas utilities, merchant transmission developers, independent power producers, and gas pipelines.

Mr. Dankner is recognized as a leading energy lawyer by The Best Lawyers in America and by Chambers USA. He was recognized as a Washington, D.C. Super Lawyer in 2007 and 2008.
Activities
Mr. Dankner is the chair of Winston & Strawn’s FERC practice group and serves on the firm’s Executive Committee. He is a member of the Energy Bar Association.
Education
Mr. Dankner received a B.A. from the University of Wisconsin in 1969 and a J.D., with honors, from the George Washington University Law School in 1973, where he was a member of the Law Review.
