International Trade Partner Cari Stinebower Joins Winston & Strawn

WASHINGTON, DC – Winston & Strawn LLP is pleased to announce the addition of Cari Stinebower as a partner in the firm’s Washington, D.C. office. Joining Winston’s White Collar, Regulatory Defense, & Investigations Practice from Crowell Moring. Cari brings significant experience advising on compliance with U.S. economic sanctions, Bank Secrecy Act and anti-money laundering (AML) laws and regulations, export controls, and anti-corruption/anti-bribery laws and regulations.
“Cari’s work with the government and deep experience in the sanctions and AML space will be beneficial to many of our clients,” said Winston Chairman Tom Fitzgerald. “She brings additional capability to our Litigation Department and will help us expand the offerings of our Washington, D.C. office, particularly in our regulatory practice.”
Cari works with financial institutions and multinational corporations to develop compliance programs, perform AML and Office of Foreign Assets Control (OFAC) risk assessments, conduct internal investigations, respond to government investigations, and address potential conflicts of law arising from non-U.S. data privacy and “blocking” laws and regulations. She previously served as both counsel and Programs Officer for OFAC, where she advised on sanctions and anti-terrorism legislation, drafted UN Security Council Resolutions, and related executive orders. As a result of her work, Cari received the Secretary of Treasury’s Certificate for her role in providing guidance in the war against terrorism, establishing a program targeting the Taliban, working with the interagency group to unwind the first sanctions targeting the government of Libya, and drafting the Foreign Narcotics Kingpin Designation Act.
“With the addition of Cari, our firm is increasingly well positioned to offer our corporate clients valuable insights on the approaches to various government entities to more effectively respond to investigations, as well as update their compliance programs in general,” said David Rogers, Winston’s Washington, D.C. managing partner.
Cari’s arrival marks the latest in a series of major lateral acquisitions for Winston’s Washington, D.C. office. In 2018, the firm welcomed nationally recognized white collar defense and trial attorney Abbe David Lowell, seasoned DOJ Prosecutor Eric Meiring, as well as an industry-leading energy and infrastructure group from Norton Rose Fulbright LLP with four partners and three of counsel.

Cari is a member of the American Bar Association’s Gatekeepers’ Task Force and a vice-chair of the 9AML subcommittee. In addition to her law degree (American University, J.D.), Cari also holds a master’s degree from the School of International Service at American University.
