Charlie Papavizas Discusses Shipping Legislation with TradeWinds

Winston & Strawn Partner and Maritime Practice Chair Charlie Papavizas was quoted in a TradeWinds article discussing Congress’ potential shipping legislation. The article anticipates a pursuit of the passage of the bill that was recently introduced, and which would give “U.S.-flagged ships and U.S. exporters berthing preference at ports, ahead of foreign-flagged ships and imports.”
Charlie emphasized that “it may be rare for Washington’s shipping legislation to garner as much attention as the Ocean Shipping Reform Act, but much is happening in the U.S. capital that is not well publicized.” He also plays down “the significance of Congress’ ability to come to an agreement on the Ocean Shipping Reform Act when it disagrees on nearly everything.”
Charlie goes on to question whether the newly established reporting requirements for shipping containers, signed by President Biden in June, “really change[d] that much.”
