Rich most recently served as General Counsel for the New York State Department of Financial Services (DFS), where he was responsible for all legal and compliance matters in the agency that regulates the activities of over 3,000 banking, insurance, virtual currency, and other financial institutions. He oversaw a broad spectrum of regulatory, supervisory, and enforcement actions and worked to ensure transparency, fair business practices, and public responsibility in the areas under his purview.
