Rodolfo is a foreign consultant in the firm’s Houston office who has extensive experience working with Latin America-based companies and individuals.
Rodolfo works with United States and Latin America-based clients on arbitration, civil litigation, regulatory and FCPA/White Collar matters. Admitted to practice in Mexico, he has extensive experience in administrative and judicial proceedings both at the federal and state levels, and has assisted clients from the oil and gas, construction, publishing and services industries in numerous investigations and disputes. He currently assists on matters for one of the largest oil and gas companies in Latin America, and his recent experience includes extensive work for high-net-worth individuals from Mexico and Central America.
His experience in complex litigation includes the development and use of expert evidence and e-discovery, as well as management of collective actions. Rodolfo also has appellate experience, successfully appearing before the Mexican Supreme Court and obtaining a favorable outcome on an issue of first impression involving the burden of proof for state liability.
As a former legal advisor at the Administration Office of a Mexican Federal Secretary and to a Mexican State Governor, Rodolfo has extensive experience with government contracts and administrative law. He has also advised top executives and local candidates regarding the Mexican political and electoral process.

Rodolfo received his Bachelor of Law degree from the National Autonomous University of Mexico, with honorable mention. He also received, as a Fulbright–Garcia Robles grantee, a Master of Laws degree from Georgetown University Law Center, where he graduated with honors and received the Dorothy M. Mayer award.
