Matt draws from his eight years of experience working at the United States Patent and Trademark Office (USPTO) to represent clients in complex patent litigation and post-grant proceedings at the USPTO involving consumer electronics, information technology, and medical devices. His background in electrical and computer engineering allows him to understand the complex technology at issue in patent litigation.
Matt is a patent litigator who has experience in all phases of patent litigation from the commencement of the suit through trial. Although he mostly represents defendants, he also has experience representing plaintiffs in patent litigation. His case work has involved innovations in such cutting-edge technologies as LRDIMM and RDIMM memory modules, WiFi and mobile phone communications (e.g., 3G, 4G, LTE, 5G), geofencing of mobile phones, hydraulic fracturing to extract oil and natural gas, video compression algorithms, and spinal cord stimulators.
Matt has extensive experience in administrative proceedings before the USPTO, including both inter partes review and post grant review proceedings. His experience includes drafting petitions and patent owner responses, deposing and defending expert depositions, and arguing before the Patent Trial and Appeal Board (PTAB).
Matt draws from his experience gained from working for the USPTO for almost a decade. As a patent examiner, he reviewed patent applications dealing with computer networking, mobile phone communications and video compression algorithms (e.g., H.264). During his time at the USPTO, Matt also served on two work details: the PTAB and the USPTO Office of the Solicitor. For his PTAB detail, he assisted an administrative patent judge with adjudicating ex parte appeals and inter partes review proceedings. In the other detail, he assisted attorneys by researching case law, legislative history, and factual issues in pending federal cases involving patents and other IP issues.
Matt is also counsel to the Nuclear Utility Group on Equipment Qualifications at Winston & Strawn. In this role, he helps clients with notice and comment rulemaking with the regulations promulgating from the U.S. Nuclear Regulatory Commission and interacts with other government agencies, including the Environmental Protection Agency, on the group’s behalf for regulations that impact the nuclear industry.

Education
Matt received his B.S. in electrical engineering and computer engineering from the School of Engineering at Florida Institute of Technology in 2008. While working full-time, Matt attended the George Washington University Law School where he received his J.D., with honors, in 2016 and was awarded the ABA/BNA Award for Excellence in the Study of Intellectual Property Law.
