David Houck
Associate
David applies his background in biomedical engineering to practice at the intersection of law and technology, focusing on national security and international trade considerations ranging from CFIUS to sanctions and trade controls.
David’s international trade practice covers regulations regarding Bureau of Industry and Security (BIS) and Directorate of Defense Trade Controls (DDTC) export controls, as well as economic sanctions administered by the Department of Treasury’s Office of Foreign Assets Control (OFAC). David has assisted clients with export regulations involving software, hardware, satellite, and communications technology. He has helped clients maintain compliance in response to drastic changes in trade controls and additions to the BIS Entity List and SDN List levied by the U.S. government in response to changing international political landscapes. David has guided clients through the Committee on Foreign Investment in the United States (CFIUS) notice and declaration processes and frequently performs mandatory filing analyses and section 802 geographical analyses. David has also defended clients against Helms-Burton litigation.

David received his BSE in biomedical engineering from Duke University, Pratt School of Engineering in 2012. He received his J.D. from The Georgetown University Law Center in 2018, where he was an editor of the Georgetown Law Technology Review and a member of the Georgetown Journal of International Law.
